I need to trim my riser bar down as its too long, could I do this with a hacksaw whilst its still on the bike or would I need to use a vice? Problem is I havent got a vice and Im trying to do jobs on my bike myself now.

No reason why not. Providing you can hold it still. Probably easier with it off, vice or not.
Presumably aluminium, but if it's carbon check first, some can't be cut down.

I just do it on the bike holding the bike still and use an old grip lock ring as a guide. Just check the bike over thoroughly for little bits of metal, they cause havoc with components. I give the bike a good hose down afterwards to make sure there isn't any, air line is the perfect thing though.

Got any plumber/gas man friends? Ask to borrow their pipe cutter. Much cleaner, neater and easier.

As Peter said, use an old grip lock ring and a hack saw, job done.
