I have a old Gamma Drive MegaEXO crank set (19mm external cup bb) that creaks no matter how tight I do up the two bolts that clamp the left crank to the axle.

It creeks when the arm reaches 9 o'clock and again when it reaches 3 o'clock

Would a new crank arm fix this or am I better off just changing to a different chain set

I changed chainsets as it was creaking, it sounds like a square taper crank with a damaged taper or a cottered crank with a worn pin.

It does it with the cranks removed from the bb, the drive side pedal is stuck in the crank so I tried using the other crank as leverage and it creaked then too.

    Think I've worked it out...

Where the pinch bolts go to grip the axle on the non drive side crank there is no longer a gap when the crank if fitted (where the security tab goes on a Shimano HT2 crankset.

My Afterburner and Comet cranks have a gap when the crank is fitted this one doesn't so I cant tighten the crank pinch bolts up enough
