what headset do i need, what this hole for, what frame is it

hi,
I am putting together a new commuter using a 2nd hand dolan cyclcross frame i got on ebay. But i'm unsure what headset i need can anyone help?

Also what is this small bolt hole on the back of the seat tube for? It doesnt look like any derailleur braze on ive ever seen. The only idea i have is that it was used to bolt a pully onto so you could use a bottom pull derailleur with cable routing at the top of frame. Anyone know?
also it would be great if anybody could tell me what bike the frame is from as i dont really know much about it. its 60cm thats all i know!

may need the press fit seats for an integreted bearings set. but i dont really do road bikes.
the frame does not have any down tube guides does it? all road front mechs are bottom pull so your guess is correct it is for changing the cable direction."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

no down tube guides - after more searching i have found that it is for the pully you can see the frame in the photo below has it on(look at the extra pics at the bottom of page below).

I tried the two LBS's near me today one of them didnt have a clue. the other said its a "Integrated- Angular Contact System" which i agree with after looking around online but im just unsure if its 45*45 or 36*45!
I know that the OD on a 45*45 is 41.8 and a 36*45 is 41 but i dont have any thing that will measue that well (neither did the bike shops) might order both and send back the one that dont fit.
do you think a local enginering place would be able to messure it?
oh and i have email dolan bikes to see what they say0 -
