PM Service does not work for me?

I am not sure that this is in the right section, but my PM service refuses to function properly. I can write the message; and get to the stage of sending it when I press submit. By then it 'appears' to work and says "Your message has been sent." but when I check the message is only deposited in the outbox as opposed to the sent box and on asking the proposed recipient through other means they say that they received nothing...
Is this a recurring fault or a result of the universe having deserted me

Does this refer to the recipient or a moderator?0 -
Moderators cannot read your PM.
When the recipient reads it, it will be moved to the Sent box.0 -
