I have an Altura High Vis windproof jacket that folds away into a fist sized ball. I want a similar jacket but it is waterproof and not too big that it gets caught on the bike seat etc. I know some coats are treated and after a couple of down pours they let the water in.

Your help is appreciated

No waterproof is breathable to cope with the rigours of high intensity cycling, including GoreTex IME. Important things are a good close fit and features like pit-zips. The good thing about Gore-Tex is that it's guaranteed waterproof but there's also eVent. Others to look for includes lot of reflectives - more important at night than fluorescent colours.
Make mine an Italian, with Campagnolo on the side..

I just got a Gore Oxygen IV
It is Paclite Goretex and first impressions are that it is very water proof
It has the pack size that you describe
The problem with this coat is the price
