Full Mudguards, MTB, 26" wheel and not eyelets

Hello,

for a number of commuting reasons there is no better than the full mudguard. where my bike fails is it does not have rear eyelets. with it having a steel frame the rear stays are very thin and pclips rattle away.

again i'm looking to purchase a second set after the first ones died slightly due to this reason. so for a rhobust fit is there any reccomendations out there. its a 2004 salsa ala carte frame, 18" for reference.
