Removing Sram Rival crankset, do I need a 16mm hex?

Do I need to remove the large 16mm bolt before undoing the 8mm on the non-drive side?

  The 16mm hex bolt holds in the crank extractor part. Leave it in, and when you undo the 8mm bolt, the crank arm will come off at the same time.

  I found putting a thin [hanky like] bit of cloth between GXP cup & tool makes for a tight fit, no slippage & no marking of the cup at all.
