Does anyone know it there are any non suspension forks which take a 15mm bolt through axle?

No, barely anything uses 15mm, unless you get a custom fork.
You do get 20mm ones though

Why 15mm specifically? There's plenty of 20mm rigids... surely if your hub is 15mm, it can be converted to 20mm? Or that it usually the case anyway.0
