Rear wheel Fitting problem - New Frame

I have just built up a brand new frame, its a Cove Hustler (Replacement of my previous under warranty) This is the first time i've built a bike and I am stuck on getting the rear wheel on - It just doesn't want to go fully into the slot, it seems to get stuck halfway down (Just where the widest point of the axle meets the narrowest point of the frame, if that makes sense) - I've tried everything that I can think of, removing the brake caliper, making sure the tyres not stuck, frame width seems fine.

Any idea's?

    Hope this helps, seriously I have checked everything and nothing seems to be stopping it from going any further!

    File time. just a bit too much power coating/paint on the drop outs.

    Yep thats my thinking, had a look at my mates Cove Stiffee which he has just built from a 2nd hand frame and they have been filed slightly..
