I officially eleveate you from the status of smarty pants to Genius.
Managed to get a new seat clamp which allows for the pannier rack. Fits lovely and does the job brilliantly

That rack is too big for your bike. The only reasonable solution is to buy a new bike (preferably custom build) to fit the rack. Problem solved.0

put it this way, I am not buying a new rack and there is no way I can afford to go custom made
It does the job and is now very stable. I could lower it down onto the lower lugs, but to be honest I perfer that I have plenty of clearence between the rack and frame.
Part of the problem is my bike is a smallish frame so rack would look odd on it anyway.Officers don't run, it's undignified and panics the men0 -
You could also donate the rack to the Build Crankycrank A Bike charity. Or just keep it. It should be fine.
