Steering resistance

I replaced the stem on my road bike, so I had to loosen the top cap and of course remove the old stem. I've now fitted the new shorter stem, tightened up the top cap screw then tightened the stem/bar screws. The steering doesn't feel as smooth when you rotate the bars, compared to the other bike. There is no physical resistance as such but it needs a little bit more force to rotate the bars, compared to the other one. I can't remember if it was like that before I did the work. Would anything have I done made the turning resistance increase a bit?

    slacken off the stem clamp bolts, undo the top cap a quarter of a turn, retighten the stem bolts and see how it goes

    The preload is about right if you can just turn the spacers by hand with a firm grip.
