cable, mech or shifter fault?

xt shifter, mech, cassette with xtr open cable.
upshifting to lower range gears on the cassette is fine and noise free, really nicely indexed but down shifting especially 1st-2nd and 2nd-3rd is a bit noisy when pedalling. if i go 1st-3rd then upshift to 2nd then no noise. it's like when downshifting the mech is'nt moving out/down quite enough? has been like this since a fall on the right side of the bike and replaced the hanger but made no difference. any ideas? cheers.

ok update...
gave the xtr cables a good clean and light coat of light ptfe (alot of the black slick stuff has worn away), no change still sticky downshifts and gradually getting worse. bought some plain non-coated outers and ss inners and a bottle of rocknroll cable magic. fitted the cables and feels like new again also changed the cable routing but i doubt that makes them any slicker but the bike looks a bit tidier now.
the xtr cables did last nearly two years with not much maintenance and if these cheaper ones last as long i'll prolly stick with these.0
