Rear Mech Pulley Wheels

I recently purchased an Ultegra 6700 rear mech off eBay. I received it today and noticed that the top pulley wheel doesn't turn as easily as the bottom. Will this resistance affect the performance? Is it something that can be easily remedied or should I be asking for a refund? Ta.

    Have you tried taking it off and cleaning it?
    Make mine an Italian, with Campagnolo on the side..

    Shouldnt be hard to turn, may need a clean and lube as Monty Dog said. Having said that, the bottom one is usually a bit looser than the top as all it does is put tension on the chain, whereas the top one does the shifting and has to resist sideways forces.

    The bottom one has a bearing in it while the top one runs on a ceramic bush and should have a little side float. It may just need stripping and cleaning but they are not as smooth as the bottom ones.

    It didn't occur to me to clean it because it's brand new. I'm getting my LBS to install the full groupset so I'll see what they say, I just don't want them to tell me it's knackered and then have to get a new one.
