People surveying cyclists on Regents Canal?

I've seen them a few times stopping cyclists near the limehouse end of the canal over the past few weeks but I'm always in a rush so make my apologies and carry on.

Does anyone know what they're surveying for exactly? presumably some form of segregating walkers and cyclists by means of separate paths that will be ignored...
