Tubeless conversion not inflating

I decided to change my sealant today and wish I had never started......
I have a Joes conversion kit and am using XC 717 rims and a UST Panaracer Fire XC Pro. My non UST version of the same tyre inflated in minutes but I'm rapidly running out of patience trying to inflate this tyre.
I've used soapy liquid, tried inflating the tyre down the petrol station, putting a schrader valve adaptor on the presta valve with no luck of the thing inflating at all.
Any advice would be most welcome before I resort going back to an inner tube.

I no longer own a Kona so the name is somewhat misleading.

basically wrap it round the outside of the tyre to compress it slightly.
Also inflate it with the sealant, that really helped, couldn't get a razer on so put sealant in before i'd inflated it dry and it just inflated straight up.0 -
I think that extra swear word and extra minute of pumping must have done it as the wretched tyre is now inflated.
I put the sealant in the tyre before I popped the last section back on the rim, but it just wouldn't catch.
