I'm 5ft 2, and I tend to suit 14/15" bloke's frames, and 15/16" women's frames (my first bike was a 14" Trek WSD, which is actually a bit short for me). As Bigchaz said, it's worth trying out a few different brands and sizes. I don't think you need to resort to kids' bikes, I know Specialized do the Myka hardtails in a 13" if you did need smaller.
Specialized are a pretty awesome brand (not that I'm biased ). Their bikes are all top-notch, and they have the 'body geometry' guys and gals who size people up for bikes professionally. Even if you don't want a full consultation, it's worth seeking their advice, as they can tell you reasonably accurately if you fit the bike!

I know the Specialized Concept Store was awesome for me - when they got in my Stumpjumper, they made sure that I was comfortable with it before I had to part with any cash (apart from a deposit). Got popped on the turbo trainer, rode it around the car park, got my censored measured for a ladies saddle. Swapping to the equivalent ladies saddle was included in the price. Woot!
They do make a good range of sizes - you will definitely find something that fits! And either a Specialized store or a LBS that specialises in them will be really, really helpful. i'm 5'3" (just) so know what you mean about the sizing...

People have all different size arms, legs and torso's, so untill you a try a few out, you won't know what size to get!!
