Headset: Theaded to Threadless

A friend of mine is stripping his old GT Agressor frame and fitting new components.
Problem we have is that the old headset was threaded with a quill stem.
Can the headset just be replaced with a threadless one so it can work with a modern fork and stem?

1 1/2" inside the headtube (Dunno exactly how accurate that is, my friend measured it)

i looks like what ever it is something is wrong.
if the old fork was 1" or 1 1/8" you can use a threadless headset with a fork that has the same size steerer.
If the old fork is 1 1/4" then get some reducers to 1 1/8" But the steerer needs to be long enough."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

Forks haven't been pushed all the way through in the photo, so you could see the size difference.0

This is one of the old cups, held over the steerer tube on the new 1 1/8" forks we want to fit.
