adjusting triple clamp headset

hi just wanted to know how to adjust my triple clamp headset as it is wobbling, tried many ways but just wont stop wobbling, must be doing it wrong hope some can help thanks.

    undo top clamp bolts, in the stem and both legs, undo the stem (if fitted) bolts, tighten the top cap. tighten everything back up.
