Can anyone tell me where I can buy stems like these?

    That looks like a quill to ahead (threadless) converter. I've not seen any that look as long as that one, but it might be possible to get the same thing using a quill extender and a quill to ahead converter. Some examples here :-

    Yes I think you are right. they must exist at that length? I want to put it on a Raleigh Twenty. Thanks for the link the stump looks like a possible option perhaps with bull horn bars. "C" has a good length and means I will be able to find a suitable stem for drop bars.

    Thanks. Sheldon appears to have two different stems of some notable length working on his hopped up 20! There is some hope yet even if I end up doing mail order from the US. John S Allen seems to have totally foregone the issue of stem length and appears to wedded his bars to the head tube. Interesting links and reading I am sure if I look hard enough a suitable stem can be found. Many thanks Gary.
