Sharpening up avatar pics?

Anyone know how to resize a pic small (80x80) enough for an avatar without killing it's resolution?
I use Irfanview to re-size but it ends up being cack - as you can see!

found that photoshop elements was good for that,
and the built in one to office is pretty good resizing, but it depends on the image0 -
