"RP2" TOP TIGHT BOLTS?

"Are the bolts connecting to each side of the top part of the RP2 shock supposed to go tight?
Mine seem to keep turning after they get to a certain tightness

    Do not SHOUT. you tighten them at the same time, and they stop.
