I am not absolutely sure, but.........

I think this is an adoption of the "Round the Island" route developed by the "Wayfarers" and used for the annual Randonnee

If this is the case there are two sets of signs depicting the island. One is white with blue writing, the other blue with white writing.

I'm not sure that Sustrans have anything to do with the island randonee thing - it's mostly on roads round the perimeter of the island, more or less, with a couple of detours here and there to take in bits that are particularly scenic. Very hilly.

The routes on the island that have sustrans/national cycle network type waymarking - I think it's route 23 - are on easy offroad routes on, for the most part, disused railway lines joined together with bits of bridleway and some short road sections through Newport. It runs from Cowes - Newport - Sandown - Shanklin Mostly flat. It's not a loop - more of a there-and-back from Cowes on the northern tip of the island to Shanklin on the south eastern corner.

Don't confuse Sustrans and cycle paths.......

Sustrans is an "enabling organisation" that helps with the design, implementation and links.

Quite often (as with the off road routes) if they are involved with the setting up of the route, it will become National Cycle Network from the start.

Otherwise, the Council may take an established or existing route and make it a "Regional Route" or include it in the NCN.

So a route like the "Isle of Wight Randonnee" is nothing to do with Sustrans, but it may become adopted and part of the NCN by the actions of the Council.

This is a map of the IoW ( too big for image format)

It shows the Island's main routes, and the off road sections.

They are off-road as in not on a road, not Off-Road as in Mountain Bike
