i'm hoping for some suggestions for a lightweight jacket that preferably doesn't have the drop tail effort at the back (good for cycling but you look a little odd if you use it elsewhere) that's waterproof and windproof

How much do you want to spend?
Generally the more you spend the better, although breathability is sometimes sacrificed for waterproofing.

Yeah you should be able to get something decent for that.
I have one of these, it does get a little warm sometimes, but it is waterproof.

Ill 2nd that suggestion from andy_b, i've also got one of those. As andy says a lil warm at times but a good jacket had mine for bout a year now too so gettin good wear out of it. Just remember to get the proper solution to wash it with or the 'proofing' comes off with normal soap powder as i found out one day riding to work
