Hi there.
Buy a race license from British Cycling and you'll start in a Category 4.
Enter some cat 4 races, win or pick up a few placings and you'll get some points and get a Cat 3 licence. Win some cat 3 races and you'll get a cat 2, etc, etc all the way up to Cat 1.
if you don't score enough points in a given year you can get demoted back down again, although I don't think you can ever go back down to Cat 4 again - you'll stick at Cat 3.
If you sign a pro, or semi-pro contract you get Elite status automatically.
It's a fairly good system, but doesn't really work here in Scotland where the fields aren't big enough for decent Cat 3 and 4 fields. Also there are arcane rules about which races carry points and which don't. I've won and placed in Cat 4 crits and never scored a point.
The flip side is that Scottish organisers will pretty much take any entry irrespective or category. I've races at E,1,2 level on a Cat 4 licence...

ps It's also theoretically possible to score points in a Scottish TT - but despite winning a few I've never managed that either.
