£200 to spend, for beginer. New or second hand ?

Mate been on couple rides with me recently and got the bugg !
Wants to buy cheap starter bike with budget of £200 (I know - its not much).

Any advice on what to get ? new or used ?

Single tracks, woods and off road routes / brigle ways.
