An appeal to you knowledgeable guys out there. I have a pair of mavic elite wheels and am running a 9 sp shimano cassette with them. To do this there is a washer between the cassette and the hub. Can I run 10spd shimano on the same wheel? And if to do I have to remove the washer? Thanks in advance for any help.

Yup, it should fit. 10spd is a fraction narrower than 9sp, so once you've whipped out the spacer the 10spd cassette should fit fine.

what chuffy said - but, to clarify, you will need to leave on the mavic spacer that came with the wheels and also use the very thin spacer that comes with a 10 speed cassette (total 2 spacers btwn cassette and hub, mavic plus shimano)
