new rear tyre?

got home tonight to be confronted with this double bulge http://www.flickr.com/photos/90003308@N00/?saved=1 does this mean that the tyre is shot, or has it just moved off the rim a bit?
the wheel kept going out of true and i have had to adjust the spokes below the bulge a few times. could that have contributed to it?

    Looks like a dead tyre to me.

    Make sure it's seated properly on the rim, and if it is, get a new tyre asap. I had a similar bulge on a tyre which resulted in a series of blown tubes before I realised what was causing the problem. Changing the tyre meant normal trouble free cycling.
