It looks like it's the compression ring, but a very non-standard version to allow running cables through the headset. Unfortunately it's probably Giant specific so you're dependent on Giant or a dealer selling it separately.

That's a compression ring for internal routing by the look of it .
And it will likly only come with other stuff you don't need .£40 for £10 of bearings and a 20p bit of plastic .They do this to try and hide them ripping people off

You say it fits between the headset bearing and the top cap, so above the stem? If it is a compression ring it would normally fit below the stem. Or it could be a guide to hold the internally routed cables in place inside the headtube. If the bike is still under warranty can't you go back to the dealer and ask them to replace it? As eluded to above it will be a Giant specific part and appears to be part of the headset bearing set.

i hate modern bikes and their non standard parts that cost an arm and a leg. pure greed on the manufacturers side.
you say it's a 2024 bike so is this still under warranty? any part, plastic or not should be fit for purpose and be expected to last a reasonable amount of time.

Take a look at the link above. So it looks like it's a headset spacer. Would they be similar in function?

I would do exactly that, get onto where you purchased the bike and get the OK for a lbs to get it sorted ,parts and labour or if they insist send it back for repair ,ive delt with plenty of major brands and smaller shops with online purchases and the only 1 that insisted the bike go back was Ribble ,all others paid me direct after they sent any parts if needed .The way they package these items is so it looks less of a rip off. I'm guessing with a headset bearing change they recommend the plastic part be replaced too as it will likly wear out with it being cheap garbage .
