Pannier rack laptop bag

Does anyone know of a laptop bag with pannier rack hooks? I know a laptop will fit in a normal pannier but on days when all I am carrying in the bag is a laptop it flaps around. I basically want just a laptop case with hooks on but can't seem to find it.

p.s. the panniers are ortileb and do have an internal sleeve but my laptop doesn't fit in it, hence the flapping around.
