Bearing play in headset

I have a carbon mtb. The headset upper bearing has play in it and this is due to a poor fit between the bearing and the frame. The play is slight but the stem and forks rock slightly under breaking. I’ve bought a new bearing in case the current one is undersized. Other idea is to take the bike to a carbon specialist and add some material. Any other ideas?

    First thing to do is check the compression plug hasn't shifted if its loose that would stop it pulling together

    That’s fine, looks like the carbon frame is slightly too large.

    In stead of taking it to an expensive specialist, buy some epoxy glue and add this tot the frame headtube on the locations where you miss some....sand it smooth and put the cup back in> job done

    Have you tried setting the top cap tension to remove the play. if in doubt see youtube. if the top cap is not set correctly the bearing will appear to be slack in the frame. The bearings are located in the frame by the bottom chamfer not the outside diameter.
