Safe route from France into Spain over Pyrenees?

Hello, can anyone advise me of a decent cycling passage that I can cross to get from France to Spain over the Pyrenees please? I will be on the French side, just East of Andorra, but prefer to ride along the french side for around 200km+ before I cross. I want to end up riding just south/under Pamplona. There appear to be tunnels when I Google and Strava my route.I need help here I think to find a cycle friendly way across.

D26 Port de Larrau. There is a small tunnels and cycling is allowed. Very beautiful and remote, bring your own baguette.
Definitely not the N134 Col de Somport, very busy road.
If you are at Ax avoid the N20, one of the most dangerous roads in France. After Tarascon you have a world of choice.
