can`t get tyre to seal?

Hi..
Have a pair of Superstar Tactic rims with Switch Ultra hubs that I`ve had for apprx. one year and have just put new Kenda Nevegal tubeless tyre on the front with no issues but tried to put the part worn tyre from the front on the rear, and for the life of me, have ended up using a tube. This tyre is only 3 months old and a Kenda Nevegal- I have this problem every time I try and seat a part worn tyre. Is this normal? Are there better tyres to use with these wheels? Any suggestions will be greatly appreciated.

Try adding sealant, spinning the tyre around and leave it for an hour.0
