Base layer thermal gloves

I need a thin, warm pair of gloves that can be worn on their own or under a larger pair of gloves and also be used for walking/running outdoors over the Winter months. They need to be thin, close-fitting, warm and windproof. Easy-care is also essential in that they need to be washable.
High-visibility features would be a bonus but not essential.
Budget is up to around £30.

Under gloves tend not to be windproof etc. You can get silk liners but they're no good by themselves. I've plenty of pairs of gloves for all seasons but none with a double glove system.0

Agreed. It's going to be difficult to suggest a glove that will do everything the OP wants. There are plenty of gloves that are warm and windproof but they are likely to be too warm for running and unlikely to fit under another pair of gloves.
The most versatile gloves I have are some Powerstretch walking gloves. They are pretty warm (even when a bit damp), can be worn under bigger gloves or cycling mitts and are ok for running. Not really windproof though and no grip or padding for cycling use.0
