Play in headset

I am getting a small amount of play when I pull the front brake and rock back and forth, I have tried to tighten things up (Loosen stem, and tighten top cap bolt) this has not changed anything.

Anyone with any ideas

Check the bearings

If it all looks good put it back together with a good amount of grease
