Steering tube limit....

Ok, once a steering tube has been cut and comes up short for a new rider, how much can I accept of the top lip of stem to go over the top steering tube before it's considered not safe? 3,4,5 mm? None at all?
It would be on a carbon steering tube.

    None, you should really keep one spacer above so you aren't clamping at the very end of the steerer.

    Nah - so long as all bolts are clamping onto the steerer it'll be fine: a couple of mil of stem over the top of the steerer will be fine.
