Inner tubes too big for rims ?

OK so I'm at a loss on this one, could someone tell me why these tubes i recently brought are too big for the rim ? (about 2 inches slack) see pictures below ?

    Have you tried putting tyres on the wheels, putting tubes in them and inflating them?

    Just fold it, I had to squeeze 25-32 into a 23mm like that.
    I used to just ride my bike to work but now I find myself going out looking for bigger and bigger hills.

    When i say too big I mean around the circumference. They're not 650c as far as i know (tyres are 700c x 23 so i am guessing its unlikely id get those on 650c ?) I've not tried putting the tyres on and then the tubes as they are just blatantly too big

    Yep they often appear to be much bigger than the rim. Fit the tyre, prod the tube in and then seat the rest of the tyre.

    The last conti tube i had fitted perfectly around the rim though ? Confusing ! feels off pushing it into the tyre with that much slack !

    It'll be fine so long as you don't pinch it between the tyre and rim, do that and it'll explode when you inflate it.
    I used to just ride my bike to work but now I find myself going out looking for bigger and bigger hills.

    Like this! Not good, when you're in a confined space, nearly took me off my feet! :shock:

    At least you were indoors! Last time that happened to me I was on the way to work and it was my only spare tube.
    I used to just ride my bike to work but now I find myself going out looking for bigger and bigger hills.
