Ortlieb Zip City Messenger Bag

Not exactly buying advice, as I've already bought one. But does anybody know how the retaining strap that stabilises the bag whilst riding attaches on? Specifically, what is the elongated u shaped metal 'clip' for? I can work out how all the other bits fall ionto place, but not this one. The instructions aren't altogether clear.
