Hi I currently have a 12-23 rear cassette but am about to change it due to it being worn down, however the place where I am buying from only has a 12-21 or a 13-23 available, would either of these be fine to replace the 12-23?

Well a 13-23T is close top gear will be a bit shorter but that hardly a big problem is it.http://www.thecycleclinic.co.uk -wheel building and other stuff.0

How often do you use 12 or 23? If you don't need 23 teeth, the 12-21 might be better, because it has more gears available in your range. And you probably hardly ever use the 12T with the large chainwheel and you can switch from small to large when you run out of gears on the small chainwheel.
Over the last few months, I did some experiments with cassettes. I got 11-12-13-14-15-16-17-19-21, 12-13-14-15-17-19-21-23-24 and 13-14-15-16-17-19-21-23-25. It turned out, that the first and last cassettes make no difference on my way to work. I do need 14-17 a lot and that is four gears on the first and last, but only three gears on the second cassette.0
