Building a Budget fixed bike

I am looking to build a cheap fixed wheel bike up for commuting and winter training rides as it permanently seems to be raining in this country.

I've got an old caad 4 frame hanging in the garage but what cranks, wheels,gear ratios etc. do people recommend?
