sizing/geometry help!

I'm getting a new frame and i'm trying to match up the size to the frame I have on my cube agree gtc. which measurements are the most important? is top tube or effective top tube better to go by?
also, does anyone know where cube get there numbers for their sizes from?! I have a 60cm frame and not one of the measurements on their geometry chart is 60!!
