New Touring wheel for heavyweight

So having searched for a cheap wheel on google, I was wondering if someone can recommend something on here.
The guy looking is a colleague of mine, a keen cyclist (did half of a N->S Africa trip - yep, covering 1/2 the whole continent, including a lap of lake victoria). He weighs 100KG (not a fatty, just well built with a bit of padding!) and is looking for something reliable and cheap. Performance and weight aren't such an issue.
He is at present only looking for a rear wheel, but there is a good deal on a pair, then he could be intersted in that.
