Fitting FSA headset

Does anyone know which way round to fit this headset? There are 2 collars in the set, one with a split and one without. Does the collar without split go on top of the forks, ie the lower one? This one seems to be a tight fit on the lower end of the steerer tube and will require some force to get it to fit right on to the top of the forks. If I fit the split collar in this position, it is an easy fit but the split opens up quite a bit, this doesn't seem right considering that it will be the load bearing position.

    The split collar typically goes above the upper bearing, before the top bearing cover. There is a headset tech guide on the FSA website with detailed x-sections of all models.
    Make mine an Italian, with Campagnolo on the side..
