How to take 13mins out of your 25k PB

I've been looking into upgrading my btwin wheels and i think i'll be buying some fucrulm racing 5's.
i read this review on evans where a guy claims he took 13 mins out of a 25k ride after riding:

Either that or i got a duff set of fulcrum 5s, the ones without the motor.
Ignoring internet nonsense, however, these are good wheels for the price and I'm very happy with mine. The feeling of riding nicer wheels than you're used to is great and always puts a big grin on my face. The psychosomatic effect, even without anything else, is normally enough to make me go a little faster.

I've just ordered some Fulcrum 5's anyway, will let you all know how i get on with them. First time changing wheels / removing cassette so fingers crossed...

No - wheels (and in particular, tyres) make a difference to speed - but nowhere in those sort of numbers. From my faster, lighter wheels (with better rolling tyres) to my heavier wheels with slower rolling tyres - around Richmond Park laps, it makes 2-3% difference in overall lap time.
Would these be better than the Alex Rims Race 28 that came with my bike? Pity they don't come in white.
Also can you get deep dish alu rims? Not sure I am ready for carbon rims.
