threadless headset wobble for a 700c hybrid

Finally decided to join the forums (been reading BR long time). Well - had to because there is a problem I can't seem to fix.
So I'm refurbishing this single speed 700c hybrid almost finished, but the semi integrated headset wobbles. I have just changed the headset it self with the bearings. the washer is still the old one. I did the change at home without the specific tools albeit carefully. it's the same wobble I had when I just got it and noticed it after putting the stem on.
could the washer be the problem or is it that I would just need to use proper tools to set it all up together ?

Is the fork too long so that there is not 3mm gap between the top of the fork and the top of the stem. This is the first thing to check.http://www.thecycleclinic.co.uk -wheel building and other stuff.0

you're right - had a thought/check again and it's the stem ! now I have the ugly bastard again till I get some spacers . thanks a lot !0
