This bike is now for sale actually, the frame size is 17.5".
With regards to the reflectors, that's probably a good idea

I was offered the bike for such a reasonable price I couldn't refuse. The reason I have decided to sell the bike is because I don't think I could justify having such an expensive bike for my purposes.
