strong, smooth well sealed winter wheels?

I am after some non flashy, cheap looking, strong, well sealed wheels and I wondered if anyone had any suggestions. Personally I dislike cup and cone bearings - so maybe with cartridge bearings (if thats the correct term). I just dont have time for maintenance so want to fit and forget.
They are for my winter bike which is a 1980s steel framed job. Its a 40 mile round trip to work which I do 2 or 3 times a week, and I want some Smooth wheels, but I'm not so worried about the weight.
They need to be non flashy as in the summer I want to be able to chain it outside the swimming pool etc without it looking too tempting to the bike theives.
Under £200 would be good, but if I have to stretch to £300 maybe that would be OK.
I have no idea what hubs or rims would fit the bill so any suggestions gratefully received before I go to the LBS to ask.

Is it a 126 mm rear dropout? Or in other words is it 6-7 speed rear? Freewheel?
