What would suit me best?

Hi everyone,
I'm looking to get a bike for Christmas. I don't have a large budget but was looking to get a decent entry level bike. I'm not sure weather I want a road or a hybrid bike... I'll mainly be using cycle routes but I live in Belfast, Northern Ireland and the drivers here are seriously obnoxious (I've got knocked over before at a pelican crossing, when the green man was showing, by a cream mini so If you live in Belfast just be on the look out for cream mini's) so i'll likely be using some of the less busy footpaths and be going up and down curbs. For this reason I thought a hybrid was a better choice but even then I'm not sure weather to get one with 26" wheels or 700c wheels.
I saw this one in halfords (I also know a guy that works there so I can get extra discount )

Searching the forums on here led me to believe that this was a decent bike for the price, the only thing is that it has the 26" inch wheels and if I wont be using gravel or dirt paths or anything like that will these wheels slow me down significantly?
