Servicing damper on RS Recon solo air SL - need help

I'm in the process of servicing my fork as it would no longer compress. I got the seal kit and have replaced the seals and finished the air (left) side and am now trying to refit the damper on the right leg.
The problem is the damper will not go all the way in. It seems to get to the top of the oil inside the leg and then go no further leaving a good 50mm sticking out the top still to go in. No matter how hard I push and twist the damper it just wont' go into the leg. I'm stuck as to what to do now. Here are the instructions from SRAM.
I've measured the quantity of oil exactly using a syringe so I'm confident that the quantity is spot on. Has anyone else here serviced a damper that can offer some suggestions?

I'm suspecting a problem with the damper. The reason I serviced the fork is that it no longer compressed as though it was locked out but even with the lockout in the open position it remained stiff. I thought it may be have been a blown seal but it's now looking like the damper since the seals are now replaced.
I'll strip the damper in the morning and see if I can find anything there.

OK, I finally sorted it. After stripping everything again and double checking that no holes were blocked or being fouled it dawned on me to fully open the rebound adjustment in the piston and ouila the damper cartridge then went in.0
