Small tyres?!!

I've changed tyres many times on my Specialized with no problems at all. I've now got a Ribble Sportive and got a puncture (luckily at home) and then found I couldn't get the tyre off. It was as if it was too small for the wheel. I could hardly get the levers in. 30 minutes later I managed to get it off, changed the tube, and then found I couldn't get it on again. I'm confused- could a tyre be too small for the wheel? It says its the right size.
If I get a puncture when I'm out I'll be stuffed cos there's no way I'll be able to change it.
Any ideas?

Practice. Some tyre/rim combos are just tight.

on my ribble i find the conti tyres are really tight,,

no connection to ribble as i have campag wheels, but i fint i have to get the bottom of the wheel tyre fully off the side of the wheel,

what i mean is when the tyre is in the middle of the wheel it gives a little more slack,

just enough to get the tyre off more easy, other wise i struggle to get it off like you mention.
but i definately have to manipulate the bottom of the wheel to get the tyre in the middle then use levers at the top at the same time
