Fork possibly loose?

As I have mentioned in a previous post on here, there is a slight rattle on some road surfaces from the front end. I have tightened up all the bolts that I can see. Interestingly when I hold the front brake on and gently rock the bike back and forward there is definitely a bit of play and this is what I believe to be causing the rattle.

Is there something that needs tightening?

    1. Loosen stem bolts on steerer
    2. Tighten top cap bolt (whilst 'rocking' fork) - but not too tight
    3. Tighten stem bolts on steerer
